The Doha Circle
Doha · Qatar Financial CentrePrivate · By invitation

Qatari private capital, organised.

Established in Doha at the Qatar Financial Centre. Membership is extended personally by the Chairman, and by invitation alone.

A private body convened by its Chairman for Qatari family offices and investment houses, to deploy capital into economies entering their strongest period of growth in a generation.

The best opportunities in those economies are settled long before they are advertised, in rooms that are difficult to reach and in a language of relationships that takes years to learn. No family office builds coverage of these markets in-house; the presence and the years required are out of proportion to any single allocation. The Circle is that coverage, held in common.

The Circle manages no pooled fund, and its membership is by invitation alone. There is no blind pool: each opportunity is presented on its own merits, and each commitment remains the decision of the family or institution that makes it.

Qatar National Vision 2030

Qatar has spent a generation building sovereign depth, private enterprise and global investment capability. The Circle extends that outward-looking tradition into a select group of high-growth markets.

The Vision describes an economy whose prosperity is secured beyond hydrocarbons and beyond its own borders, and the State has set out to attract US$100bn of foreign investment by 2030. The Doha Circle was formed as a private counterpart to that international ambition: Qatari families and institutions, organised, carrying Qatar’s standing into the markets where the next decades of growth will happen.

The Circle is aligned with the direction of the nation's leadership. It speaks for its members, and for no one else.

The Case

CorridorsThree corridors, one method.

Corridors
Beyond the corridors

The Circle holds relationships at the highest levels of business in Europe, the United States, the Middle East and Asia, and considers the opportunities that reach it there on the same terms: selectively, and where its standing gives its members a distinctive advantage.

Reach

The Circle works outward from Doha.

Central Asia, Latin America and Africa are the Circle’s corridors: markets where its relationships reach the highest levels of government and business, worked on one method and to one standard.

Beyond them the Circle takes up selected investment opportunities in Europe, the United States, the wider Middle East and Asia. These are fewer, taken one at a time, and put through the same five stages as everything else that reaches a member.

Every opportunity that reaches a member has already been through five stages.

01

Origination

Brought to the Circle’s leadership by ministries, investment authorities and heads of state, before it is marketed.

02

Qualification

Examined on the ground: who controls the asset, what the ministry intends, what an investor will meet in practice. Most are declined.

03

Convening

Put to the members whose interests it touches, in Doha, in the spirit of the majlis. Each decides on their own judgment.

04

Execution

The Circle represents the member in market, opens the government channels and holds the relationships through the negotiation.

05

Stewardship

The Circle stays after signature. It keeps the ministry, the partner and the local institution close, and it reports.

The Majlis

The Circle meets in the spirit of the majlis: in private, in person, and among people who are known to one another.

Several times a year in Doha, once a year in Monaco, and in the countries where its work is under way. The Circle is also received where the decisions of its markets are taken — within presidential delegations, at the forums of consequence, and at the tables of heads of state and ministers — and its members meet them in the Circle’s company.

The Majlis
What stands behind it

Half a century in the rooms this work depends on.

30+Years the Chairman has spent as an entrepreneur and investor in Qatar and abroad
20+Years the Chief Executive has held relationships across Central Asia, the Gulf and Latin America
US$60bnCapital represented by the Club of Investors, the network built by the Chief Executive
35+National investment programmes led by the Chief Executive across these regions

The Chairman has spent thirty years building businesses and investments in Qatar, from leading roles within State institutions to enterprises of his own. The Chief Executive has spent twenty years building relationships across the capitals of Central Asia, the Gulf and Latin America, extending to presidents, ministers, ambassadors, heads of leading international financial institutions, and some of the region’s most influential business leaders. His network includes senior figures across institutions such as the World Bank, the EBRD and the Asian Development Bank. The Circle places that standing, access and experience at the service of its members.
