The Doha Circle
ChapterIV
MethodFive stages

Every opportunity that reaches a member has already been through five stages.

Method

How the Circle works.

Stage one · Where situations come from

Origination

Ministries, national investment authorities and heads of state bring opportunities to the Circle’s leadership before they are marketed, because that leadership has been in those rooms for twenty years.

Stage two · Examined on the ground

Qualification

Who controls the asset, what the ministry intends, how it sits against national priorities, and what a foreign investor will meet in practice. Most situations are declined here, before any member hears of them.

Stage three · Put to the right members, in person

Convening

When a situation clears qualification, the Circle convenes the members whose interests it touches — in Doha, in the spirit of the majlis. Members take it up individually or alongside one another, each on their own judgment.

Stage four · Represented in market

Execution

Once a member elects to proceed, the Circle opens the government channels, convenes the meetings that decide the outcome and holds the relationships through the negotiation.

Stage five · Present after signature

Stewardship

Investments of this kind are held for a long time, and their value rests on relationships that need keeping. The Circle stays. It keeps the ministry, the partner and the local institution close on the member’s behalf, and it reports.

What that means in practice

Members are told what is being said in the room when they are not in it.

The discipline

Built to protect the names it carries.

Approach

The Circle's work is done in person.

No family office builds coverage of these markets in-house. The presence and the years required are out of proportion to any single allocation, and the work cannot be done at a distance. The Circle is that coverage, held in common by its members.

Its value lies in presence on the ground, in relationships built with governments and institutions over twenty years, and in knowledge of opportunities well before they are published.

Members retain their own banks, law firms and advisers, and the Circle works alongside them. Institutions active in the same corridors are welcome as partners of the Circle.
